Tyrone has a proven system for decreasing and eliminating audit findings, training staff in various roles within the tax collector office and creating step by step procedures to ensure continued accuracy in collection, posting and depositing. Tyrone specializes in P.I.L.O.T. analysis, tax records research and billing reconciliations.
Celeste Banks currently serves as the Director of Government Programs, Retention, and Recruitment for a New Jersey school district. In her more than 13 years within the education industry Celeste has shifted her focus to obtaining federal, state and county dollars to facilitate programs for her school district and other public entities. Through her efforts, Celeste has secured over $7,000,000.00 in grants funds in the last 2 years that have funded the opening of a S.T.E.A.M. Academy, renovations to public parks and the transformation of a swimming facility to serve the residents year-round. Celeste has recently extended her services to municipalities and has secured an additional $1.25 mil in funding, with $5 mil more in pending applications which await approval. Celeste currently manages a grant portfolio of $52 mil.
Musa A. Malik, Esq., QPA, is a Business Administrator of a municipality and has over 14 years of knowledge in various aspects school district and local government operations, compliance, procurement and more. Musa is intimately familiar with the crucial intersection between the laws and the regulations which follow and the realities of implementing these mandates. Prior to his appointment as Business Administrator, Musa worked as an administrator for another public entity, where he handled all personnel actions and matters, including corporate compliance, labor, employment, and collective bargaining negotiations. Formerly a private practice attorney, Musa has also previously worked as a Mediator in the Essex County Superior Court of New Jersey, assisting adversarial parties to resolve disputes, and he served as a Law Clerk for a United States Magistrate Judge. Musa presently attends the Rutgers Center for Government Services where he is completing his Certified Municipal Finance Officer (CMFO) Certification.

Anthony L. James, Esq. is a graduate of Delaware State University and Charlotte School of Law. He has served as a confidential aide to a Mayor, worked in private practice and previously served as Chief of Staff in a city law department. Anthony has previously served as the Criminal Justice Chair for the Newark chapter of the NAACP and founded The Urban Civil Rights Center (UCRC) where he fought to advance issues that deal with social, economic, and legal quality of life for poor urban communities. In addition to issue advocacy, policy research and prosecuting legal matters, the UCRC informed community residents of their rights and responsibilities under the law. Anthony has spent his entire legal career zealously representing public and private clients across a variety of legal matters and issues in the counties of Hudson, Essex, Passaic, Bergen, Union and Middlesex.
